We have acted for the public sector, contractors, sub-contractors, and funders – so we understand the competing objectives and sensitivities of each party and how best to achieve optimal results. 

We came together having worked with and against each other on highly successful projects over the last decade. The team has been selected against best in field criteria and a desire to operate in the positive and successful environment that we foster. Fluent in English, French and German, our team is well equipped to deliver for clients with international ambitions.

Mark is a practicing Solicitor specializing in infrastructure and outsourcing/services projects. He has advised central and local government entities, corporates and funders – on both domestic and non-domestic projects.

He worked for many years in the City of London and has led a Top 100 UK Law Firm. He has a wealth of experience operating at Board level in a variety of industries and has spent the last decade advising on some of the most successful broadband projects in the UK.

His breadth of experience enables him to understand and balance the competing interests of the various parties to a project. Qualities that are reflected in the advice and negotiating skill that he delivers.

Steve is an experienced executive from the digital infrastructure industry. He has worked with local bodies and government on significant projects, including leadership of a £2bn public/private investment programme.

Steve has been building fibre networks since the 1980’s and has more than 40 years’ experience in the industry with leadership and executive positions in both engineering and commercial roles. Over the last 10 years he has worked on more than 40 broadband infrastructure projects in the UK.

His technical and commercial knowledge along with a keen focus on building relationships with clients and partners enable him to meet the complex and demanding challenges of large-scale projects and deliver innovative and effective solutions.

Chris is a commercial and procurement executive with unrivalled expertise of publicly funded fibre-broadband programmes and more than 30 years’ experience in the UK telecommunications and broadband sector.

For the 8 years prior to joining The Project Advisory Group, Chris was engaged with BDUK to provide senior commercial, procurement, contract and supplier management capability and was the lead advisor to the £2.5Bn Superfast Broadband Programme where he supported most of the local authorities in England and all devolved governments of the UK to procure and contractually close over 150 multimillion-pound procurements that are now delivering superfast and fibre broadband to over 6 million premises.

He is adept at building strong relationships, a delivery-focused advisor – able to work with clients to form strategic thinking but importantly, can turn strategy into tangible delivery of outputs. Chris will enable clients to achieve their digital infrastructure objectives as part of the UK Government’s Digital Strategy for Gigabit broadband, public sector fibre networks, 5G connectivity and Smart City infrastructure.

Mary has 25 years’ experience across fixed and wireless telecommunications. Her expertise in FP&A, modelling, mapping, strategic planning, due diligence, and programme management has supported broadband policy, finance, operations and delivery for government, the regulator, for fibre broadband network operators, and for major events including the Olympic & Paralympic Games organisation.

She was modelling lead at the formation of BDUK, creating the geographic and cost models that shaped the initial interventions and subsequent phases for allocating £900m in public funding for broadband infrastructure. Mary’s work with full-fibre altnets has extended to modelling to facilitate over £600m in private and public investment, scaling-up strategy, and operational support – building FP&A teams, process transformation, marketing, systems strategy, and supplier evaluation.

Her range of technical, commercial and data journalism experience, collaborative approach, and an aptitude for communicating complex technical concepts in clear, creative, and engaging ways for non-specialists and specialists alike, enable Mary to deliver highly valued results.

Adrian is a qualified Management Account and has 30 years’ experience in the telecoms industry. He is recognised across the UK’s broadband sector as being the very best in class.  In the 12 years before joining The Project Advisory Group, he was pivotal in the creation and management of long-term fibre investment cases for BT Group.

He played a significant role in creating and managing the commercial case for the deployment of Super-Fast Broadband across at least two-thirds of the UK’s territory. Following the successful deployment of this, Adrian moved on to be a key player in BT’s commercial team, working with central government (BDUK) and local authorities providing innovative ways of procuring £2.5bn in project funding, managing inlife contracts (including complex change controls) and final deployment reconciliations.

Adrian combines a high level of commercial and financial experience, which he combines with a unique personable pragmatism that achieves outstanding results for clients.

Andy is an experienced senior technical expert with over 32 years’ experience in the communications industry; having key specialisms in fibre and broadband networks. His innovative approach to analysis, test and diagnostics, and network design have earned him over 12 patents.

From 2012, Andy was the Technical Lead for all of BT Group’s broadband access bids, ensuring optimal techno/economic solutions for over £3bn of public investment programmes. He was most recently the Technical Lead for Scotland’s £600M R100 programme bids.

Prior to this, Andy lead the design and technical trials of BT’s fibre broadband network, resulting in the launching of FTTC and FTTP networks in the UK.

Darryl is a technologist that has more than 15 years’ experience in the telecoms and IT industries, where he’s built successful companies that have gone on to sponsor significant technology innovation.

He was previously the Chief Information and Technology Officer at Borderlink Broadband and GoFibre, having held other senior executive roles within Borderlink, M247 and Towersolve beforehand. Darryl’s experience also saw him take on senior public sector roles with Durham University, the NHS and York City Council.

Darryl’s broad experience means he’s held responsibilities within strategic delivery, securing bids and investment, contract negotiations, and operational delivery across an array of technology services. He has managed resources at all levels and sizes of company, including leadership across multiple departments and disciplines, extensive experience working with private equity, including investment thesis and due diligence and a number of £multi-million cost initiative programmes.

He has a demonstrable record for driving strategic delivery and digital transformation to create high performing, disruptive businesses that have gone on to make significant financial returns.

He brings a unique perspective on technology to the Project Advisory Group, particularly in how businesses can benefit from opportunities linked to digital transformation.

Rob is a chartered Management Accountant and MBA graduate with over 25 years’ senior experience working within the telecoms, technology and pharmaceuticals sectors.

Prior to joining The Project Advisory Group, Rob has provided financial leadership to help BT win and deploy multiple regional fibre projects with £350m of public funding. This included a particular focus on investment cases, bids, compliance and cash collection. He went on to manage several strategic finance projects to deliver critical recommendations for the entire BT Group fibre programme up to Executive Committee level. Rob also brings varied skills and perspectives from successful roles in programme management, business improvement and operations.

As well as a strong commercial focus, Rob displays a determination to bring insight and structure to business challenges, and a real drive to deliver the best outcomes for his clients.

With over 14 years’ experience in both private and public sector procurement and commercial roles, Sally is a proven achiever with a wealth of knowledge behind her. Having led supply chain teams for billion-pound global bids, as well as working as a senior leader in strategic government procurement, Sally brings a perfect balance of skills and experience to The Project Advisory Group.

Some of her most recent experience includes being engaged with DCMS for 5 years, where she helped establish the Organising Committee for the 2022 Commonwealth Games, as well as working on high profile and complex deals. She then worked as a consultant to BDUK for 2 years, on the £2.5Bn Superfast Broadband Programme and £1bn Shared Rural Networks Programme, working with multiple stakeholders in both government and industry. She has also provided critical support to the NHS Covid Vaccination Programme, working effectively under pressure in a dynamic and continually evolving environment.

A natural people person, Sally provides excellent stakeholder engagement from the board room to the shop floor. Combined with an eye for detail and a passion for getting things done, she delivers exceptional results.

Andy has 32 years of experience in the communications sector – specialising in project, client and contract management.

As Regional Client Director for BT Group he led a multi-disciplinary team of experts that successfully bid for and closed 25 BDUK/EU funded NGA projects across the UK. Andy oversaw all aspects of the projects from bid formation, negotiation and close through to in-life operational management and delivery.

He has a consummate understanding of successfully managing major communications projects.

Richard is a communications industry expert with a particular specialism in deal architecture and the formation of solutions for complex infrastructure problems.

He was Lead Deal Architect on the BT Group bid for the R100 Programme and headed the Group’s market analysis and strategic deployment team for Community Broadband Scotland ITT’s, Enterprise Zones, Business Improvement Districts and City Centres.

His experience covers multiple technologies including mobile, wireless and fibre.

Malcolm is an experienced senior technical expert with over 45 years’ experience in the communications industry; having key specialisms in fibre and broadband networks, practical experience in strategy, marketing and product management. He holds Chartered Status in the IET and CQI as well as FEANI Eur Ing status.

His extensive background in GIS, strategic analysis and demographics have been key inputs to the ISDN, ADSL, FTTC and FTTP rollouts.

From 2009, Malcolm was the Head of GIS insight and innovation for all Openreach broadband access bids, ensuring optimal techno-economic solutions and competitive analysis for the rollout programmes.

He also led the team that created and ran the TV White Space trial on Bute, and was responsible for the creation and implementation of the winning bid for the Scottish OJEC contract to bring broadband to some of the smallest and most remote exchanges in the UK. In addition, he later supported BDUK and CFP bids with geographic and technical analysis and insights.
